Marstel-Day Wins Significant New Contracts

Fredericksburg VA: Rebecca R. Rubin, President of Marstel-Day, announced today that her Company received two, significant contracts at year’s end to provide major services in a field in which it has brought about significant innovation. She noted that “We are pleased that both a civilian community leadership council and the United States Air Force have turned to Marstel-Day to provide analytical, research and policy development support in the critical intersection between military operational sustainability and community economic and environmental vibrancy. These two contracts will allow the Company to take its proven skills in encroachment control and partnering, as well as policy formulation, and apply them on a regional and national basis to meet the important requirements of these two clients.” Ms. Rubin was speaking of recent contracts awarded to Marstel-Day by the North Carolina Eastern Region's Military Growth Task Force and the United States Air Force.

First, the North Carolina Eastern Region's Military Growth Task Force (MGTF) awarded Marstel-Day a contract to manage task force committees and produce a regional growth management plan for the area. The work associated with the $942,000.00 contract will be completed between January and July, 2009. The purpose of the study is to comprehensively address regional impacts, as well as those specific to the seven member counties of the MGTF, of the Marine Corps' decision to locate 11,477 new jobs to Eastern North Carolina. The assessment will analyze the effect of 40,000 new residents (military members, civilian employees, their dependents and the population growth induced by this influx) on regional infrastructure, transportation networks, housing, school districts, health care systems, the environment, emergency services, and quality of life amenities.

Second, the U.S. Air Force Headquarters recently awarded Marstel-Day a task order for $786,000 to assist in further developing the Air Force’s encroachment control and prevention program. The Air Force is dealing with encroachment on its installations, operational ranges and training areas; at associated Special-Use Airspace and other locations away from a specific installation on which it conducts military testing, training and general mission activities; in the frequency spectrum that the Air Force uses for command, communications, control and intelligence. The Air Force has tasked Marstel-Day to develop an encroachment strategy around a broad sustainability vision for Air Force operations, to help to ensure an Air Force operational capability that balances military readiness requirements with community and environmental needs. Focus areas include identifying needed changes in strategy, policy, and planning. The work is expected to take 12 months.

Ms. Rubin noted that “Marstel-Day was founded five years ago with a focus on assisting clients with base closure and conservation issues. Historically, Marstel-Day has served both the public and private sector regarding environmental issues. The company places special emphasis toward working with the Defense Department regarding transfer of its closed bases under BRAC, as well as buffering active military installations against urban sprawl. These two contracts will allow us to make a significant contribution to these related efforts.”
